Ensuring no net incidence on developing countries from carbon pricing of international transport
The Rebate Mechanism (RM) will be discussed. Under RM all ships pay for their emissions. A developing country obtains an annual rebate in relation to its share of global seaborne imports. Remaining revenue - from developed countries - goes to climate change action. RM can also apply to aviation.
