Application period for entities without observer status at COP 23/CMP 13/CMA 1-2

Application period was open from Monday, 28 August 2017 until Monday, 04 September 2017 at 5 p.m. CET. All applications that were made in SEORS but were not authorized by the deadline of 8 September will be declined.

Opening hours of Bonn Zone

Bonn Zone will be open from 8:00 until 22:00 every day from Monday, 06 November until Friday, 17 November 2017, including Sunday, 12 November.


Entities without observer status can apply for one side event slot and/or one exhibit.


Applications for side events and exhibits can only be received through the Side Events and Exhibits Online Registration System (SEORS) during the application period.

During the application period an “Apply for” button will appear above, which will allow users to create a personal account through which applications can be submitted. SEORS does not allow submitting a 'pre-merged' application since it just shows single side events, with no initial fields for lead and co-applicants. The lead and co-applicant/s should therefore apply separately, with separate authorizations by Designated Contact Point (DCP) of each applicant.

How to submit joint applications

  • Following criteria are taken into consideration for the selection of side events and exhibits:
    1. One application per entity;
    2. Joint applications of as many entities as possible;
    3. Applications from entities from the Global South;
    4. Assessment of relevance to issues under discussion/negotiation at COP 23;
    5. Balance among topic/themes;
    6. Upholding of principle of sustainable operation by agreeing to disseminate all publications in electronic format only (for both exhibits and side events) and making use of virtual participation tools such as Skype for panelists*;
  • Following criteria are taken into consideration for the allocation of side events and exhibits:
    1. Feasibility and preference on certain dates;
    2. Avoidance of thematic overlaps per time slot (side events only);
    3. Alignment of similar themes in the same room (side events only); and
    4. Size of the expected participation level and room size (side events only).

    * Please specify in your application, under “Communications/Additional comments”, whether you are willing to commit to the dissemination of documentation in electronic format.


  • The secretariat reminds applicants that it reserves the right to reschedule or cancel side events at any time in the interest of the negotiating process.
  • The secretariat also reserves the right to reallocate or cancel exhibits that exceed the authorized space or that are not set up on the first day of the booking period without any notice to the secretariat.
  • Access to side event rooms is limited to duly registered conference participants.
  • Sizes of materials that could be brought into the conference venue for exhibits are limited to the size of the X-ray machine. Maximum Object size: 615 x 415 mm (WxH)
